The Ministry of Industry and Trade plans to again increase the rates of waste collection in 2021–2022. It is reported Interfax with reference to the head of the department Denis Manturov. According to him, such measures are necessary to support localization.
“After some time – from 2021 or from 2022 – the utilization fee will be indexed. The dynamics of customs duties will be in the corridor, which is agreed with the WTO. Here is the question of motivation. For our part, we will try to launch additional mechanisms to support investments, and companies know this, ”the official said.
At the same time, Manturov said that he did not exclude the departure of some companies from the Russian market after such measures. The official advised automakers not to delay the localization of production.
In November, the Russian government approved an increase in the utilization fee for cars in 2020. The document was signed by Russian Prime Minister Dmitry Medvedev on November 15. First of all, the increase in rates will affect the segment of cars. On average, they will grow by 110.7%. At the same time, for cars with an engine of up to 1 liter, waste collection will increase by 46.1%, and for cars with an engine of 3.5 liters or more, by 145%. In the mass segment, the increase in waste collection will be 112.4%. It is argued that increasing auto prices is a reaction to lowering customs rates to maintain the overall level of tariff protection. However, it can also become one of the factors in the growth of car prices in 2020.
