The registration of an accident to receive reimbursement under the compulsory motor third-party liability insurance policy under the European Protocol in the coming years may be significantly simplified, as it will at least partially be transferred to automatic rails. Preparations for the technical revolution in the field of accident registration are carried out simultaneously by the Russian Union of Auto Insurers and the operator of the Era-Glonass system – Glonass JSC. According to Izvestia, the PCA will act as the customer for the development of the necessary software and the creator of the technical documentation, and the operator will deal with the hardware and experiments on introducing the new product.
It is alleged that if the project is implemented, the electronics will be able to independently record the circumstances of the accident (first of all, the direction of movement and information about the impact, including its time, strength and distribution of shock loads) and transfer them in encrypted form to the OSAGO automated information system. This will not free the participants of the accident from the need for paper documents, but it will significantly simplify the recording of the accident. It is assumed that the new function can only be used if compensation is received under the European Protocol
According to Artem Klimovsky, Director of Product Management and Product Development, Glonass JSC, leading automakers are already participating in the discussion of the prospects for installing a new terminal for the most popular models. However, industry representatives surveyed by the publication are not yet enthusiastic about future innovations.
The fact is that the use of the new Era-Glonass block will require not only re-issuance of regulatory documents, but also the passage of cars through certification procedures again, and this is very costly. Nevertheless, according to the calculations of the authors of the project, the system can earn as early as 2021.
