The Government of the Russian Federation is closing the legislative gap, which allowed dishonest drivers to skip toll roads with a hare, that is, without making payment. Now this will officially become a violation – and the fine will be huge.
In 2020, one more will be added to the usual list of fines – for unpaid travel on toll roads, which, finally, will gain the status of an administrative offense. Such a norm is contained in the draft federal law on amendments to the Code of Administrative Offenses, already approved at a meeting of the Government of the Russian Federation. Further, the State Duma will consider the document, but there, presumably, they will not prevent the appearance of a new fine.

“The bill proposes to establish administrative responsibility for the failure to pay toll roads, toll road sections. This will ensure the efficient functioning of the transport infrastructure and will meet the public interests and interests of conscientious users of toll roads.

The adoption of the bill will contribute to the introduction and development of barrier-free charging systems on toll roads, as well as the development of high-speed roads in the Russian Federation, “the decision of the Russian government dated December 25 says.

The fine for unpaid toll roads has not yet been officially established. According to preliminary data, for the first violation they want to establish a fine of 2,500 rubles, and for repeated “free” travel – already 10,000 rubles.
Note that the introduction of a new large fine should solve the problem of “hares” on toll roads. Among them there are both motorists who are closely attached to the car ahead and skip the payment point after it, and motorcyclists who can easily squeeze out from the edge of the barriers. Apparently, unpaid travel will be recorded using cameras.
