But it happened – a terrible accident with a bus in December claimed the lives of 19 people. Our duty to the victims is to find out all the circumstances of the accident. Our common duty to ourselves is to make impossible the following disasters.
A few hours after the accident, journalists began to look for reasons, asked experts, they called specialists from live broadcasts with the question: what happened? The first version appeared, very logical, a broken wheel, which supposedly led to the tragedy. True, the tire could be damaged even when falling from the bridge, and the side of the damaged wheel (right? Left?) In the photo and in words did not always coincide. Therefore, experts – real experts – urged not to rush. There is never, under any circumstances, a single reason. A series of events, random and non-random, leads to the disaster, and here they have to be sorted out. And who will understand? Obviously, a consequence. What’s next?
Remember the high-profile accidents of recent years. Well, at least a couple. For example, with a minibus that drove children to sports competitions at night. Or relatively recently, and also with a bus – in the Yaroslavl region. There were casualties everywhere, there was always a big resonance at first, but then the tragedies were slowly forgotten. They probably found the perpetrators (in many cases, according to the formula “the driver lost control”), once again formally tightened the nuts in the organization of passenger transportation, but what was the true reason for the accident that preceded it? And not just on this day, but starting from the moment the driver was granted rights.
Let me explain with an example from an adjacent sphere. There is such an Interstate Aviation Committee (IAC) that investigates aircraft accidents and disasters. This is not a prosecutor’s office or a court, the IAC does not identify the perpetrators, but finds out all the circumstances, working at the expert level and having the appropriate authority. And most importantly, publishes its investigation. The site of the organization contains all the incidents with civil aircraft with thoroughly restored backstories and full technical analysis. Not just “the plane crashed because it was piloted incorrectly”, but the search for the cause – why is it wrong? Here is information about the crew, if necessary, with psychological analysis. Here are the documents from the flight school with verification of their legitimacy. Here is a weather map with an analysis of the airport’s weather service. Here is an airplane maintenance schedule. And so on: multi-page reports, which, I repeat, are in full public access.
For example, you can study all the materials on the last flight of the Polish side No. 1 to Smolensk. Find out why the Yak-42 did not take off with the Yaroslavl hockey players. Read the investigation into the Sukhoi Superjet 100 burned out in Sheremetyevo. Without names, without sentences, this is the prerogative of the investigating authorities. At the same time, the IAC is authorized to draw conclusions and give instructions to the aviation authorities and organizations to strengthen the training of pilots in such and such positions, supplement the flight operation manual with specific requirements, strictly follow the instructions … I think that we are now flying much safer than ten or twenty years ago, there is a great merit of this organization.
Find the cause, make it public and make sure that such disasters are never repeated anywhere. In the automotive sphere, the reason is formally determined, the conclusions come down to an increase in fines and unnecessary checks. And I’m just keeping silent about publicity – is anyone ready to submit case files on resonant accidents?
I understand that now is the time for the argument: “Look at yourself! What have you done as a journalist to inform the public about the causes of accidents? ”I agree only partially. The journalist does not have access to all materials, is not authorized to establish the causes of disasters. Are you sure that a journalist, for example, will be able to decrypt the engine control unit, a kind of black box analogue?
Tell me, the investigating authorities will figure it out? The problem is that the perpetrators are identified there, and this is not always the same as studying the causes of the accident. “Failed to manage” – a sentence. Why didn’t you do it? Poorly taught, tired of processing, violated the rules, succumbed to the system of numerous “maybe”?
I am convinced that in the automotive sector, its own committee to investigate accidents is needed. The interdepartmental organization (Ministry of Internal Affairs, Ministry of Transport, road workers, various research institutes) is independent, with broad powers and a strict framework. Experts from different fields should work in it and prepare full reports analyzing all factors, from the training program in a driving school that the accident participant graduated from, to checking the fencing of the unfortunate bridge in Transbaikalia. And publish these documents! What happened, why, and most importantly, how to prevent this in the future.
Russia sets a goal to achieve zero mortality on the roads. There is a federal target program for traffic safety. I think that it would be very cool to move us to a safe future, including such an automobile committee. And if (more precisely, not if, and when) such appears, we will talk about death on the roads this way: it cannot happen.
